In coordination with the Community Health, Education and Promotion Deputy Health Officer, assists in the planning, management and evaluation of the overall day-to-day operations of Community Health, Education and Promotion programs and services as assigned.
Ensures the efficient delivery of program services by providing mentorship, supervision, and technical assistance to assigned staff.
Promotes population health in Jackson County by ensuring systematic analysis of health data, coalition building, collaboration with community partners, and client advocacy Essential Functions 1.
Coordinates the delivery of services to assure a high quality of professional service, maintenance of health standards, and monitors performance in relation to goals and objectives.

Supervises assigned staff and assures their professional development through continuing education, training and leadership development activities.
3.
Collect, input and analyze statistical data for program planning, reporting and evaluation.
4.
Interviews, reviews, and evaluates professional and support staff performance and training.
Makes recommendations regarding personnel such as hires, transfers, and disciplinary actions.

Facilitates program staff meetings.
Participates/coordinates attendance in state mandated trainings and program staff meetings.

Participates, coordinates and facilitates Advisory Committees to align with grant requirements.
7.
Serves as a representative on district advisory committees, and community coalition meetings.
8.
Foster a work environment where continuous quality improvement and professional practice are pursued.
Supports and promotes the departments' vision, mission, and core values.

Coordinates assigned employee work schedules to ensure adequate staffing and maintenance of professional cross training between programs.
Reviews and approves personnel time cards and requests for time off.

Directs the evaluation and maintenance of proper documentation for services rendered, as required by the Michigan Department of Health and Human Services and other funding agencies.
Works with the CHEP Deputy Health Officer to assure that minimum program requirements are met through accreditation processes.
Ensures compliance with reporting and regulatory requirements.
Review activity reports.

Serves as liaison with various local and state agencies concerning the programs under their coordination.
Regularly confers with other public health representatives to resolve problems of mutual concern and eliminate any duplication of efforts.

Coordinates and/or participates in locally identified coalition/collaborative efforts to increase efforts to promote public health in Jackson County.
13.
Represents the department to the public, speaking to community groups, explaining program matters, and encouraging support for programs.
14.
Reviews literature and attends conferences and seminars to keep current on new practices and methods in public health, program updates and funding opportunities and new strategies for assigned program areas.
Collaborates in the creation of assigned program policies and procedures based on evidence based and best practice approaches.
15.
Addresses the media to provide overview and promotion of community health, education, and promotion programs in coordination with the CHEP team, Deputy Health Officers and Health Officer.
16.
Provides technical guidance and assistance to professional staff, community professionals, public agencies, and private citizens on health education services.
17.
Oversight of summer program, including interviewing, hiring, onboarding, training teen/mentor staff.
Secure transportation, location, and field trips 18.
Provide direct education/data entry when necessary to support programmatic needs 19.
Assists CHEP Deputy Health Officer in monitoring and overseeing budget activity and purchase requests for assigned programs, including recommending modifications when needed.

Assumes responsibility for own professional growth and development by pursuing education, participation in professional committees and work groups.
Other Functions 1.
Participates in Continuous Process Improvement (CPI) and Building Employee Engagement (BEE) initiatives, projects, and associated training programs for the division or department.
2.
Maintains client confidentiality and abides by privacy and HIPAA confidentiality requirements.
3.
Completes basic incident command system, Strategic National Stockpile (SNS), and Emergency Operations Plan (EOP) courses and supports agency public health preparedness and emergency response efforts.
4.
Responds to public health emergencies in the community in coordination with and under the direction of the Health Officer or other key department management personnel.
5.
May be selected to receive training in a primary, secondary, or tertiary Incident Command System role to support department public health preparedness and emergency response efforts.
6.
Assists with miscellaneous projects as directed.
7.
Required mandated reporter of suspected child abuse and neglect under the Michigan Department of Health and Human Services (MDHHS), Children's Protective Services, Child Protection Law.

Qualifications:
Education:
Possession of a Bachelor's Degree in public health, health education or human services/related field.
Experience:
Required:
A minimum of three to five years in professional health education or of the like.
Preferred:
Two years of supervisory/management experience.
Knowledge of/experience in grant specific requirements.
Basic understanding of community school districts, advisory committees, health care systems and resources.
Other Requirements:
Possession of a valid Michigan Driver's license.
Relevant Skills/Specialized Equipment Knowledge:
Basic office equipment such as telephone, photocopier, FAX, etc.
Computer programs including Microsoft Office.
MCIR and/or EPIC experience a plus.
Ability to manage multiple tasks and deadlines.
Ability to effectively communicate with individuals of various education levels.
Effective conflict resolution abilities and the ability to be solution orientated.
Effective public speaking skills.
Ability to respond after hours for emergency preparedness coordination FLSA Status:
